Ambulance Vehicles with a Punitive Ending

The Minister of Defence of the SR brought a criminal charge against unknown offender in connection with the purchase of three ambulance vehicles for the Armed Forces.  The ambulance vehicles, which were delivered last year, were manufactured as early as in 2009. They did not include contractually agreed equipment; moreover, one of the ambulances had its tachometer manipulated. ‘Equipment with a value of 140.000 EUR was missing in the ambulances,’ stated the Head of the Department of Defence at the press conference.

MoD's existing management succeeded in negotiating a better bargain price for the purchase of the ambulance vehicles which the previous government continued to carry out in the previous years. The subsequent investigation revealed considerable mistakes at the delivery.

2012/2013 ambulance model should have been delivered, whereas the Ministry of Defence had one of the ambulances for the military training in 2011 with more than 1303 km mileage. Subsequently, we were delivered the same ambulance vehicle with the identical vehicle and bodywork identification number as if it was a new one with 130 km mileage,’ the Minister stated.

The Head of the Department of Defence believes that in this case there might even be charges brought against more people. ‘There must have been co-action between representatives of the department and suppliers,’ he emphasized.

The Minister reminded that in order to maintain the transparency of all the processes of the public contracts within the Defence Department he introduced the Central Contract Registration including all the amendments to the contracts. Through the organizational changes from 1 March 2013, we also set up a several phase control process from the moment of incorporating the individual needs into the process of the public procurement until execution and delivery of contracts and their inspection. Some people for years facilitated the functioning of a system allowing for the purchase of material which might not have been necessary,’ added the Minister.
