Roman Rybák appointed as Service Complaints Ombudsman (SCO) for Slovak Armed Forces

The Ministry of Defence is pleased to announce the appointment of Roman Rybák as Service Complaints Ombudsman (SCO) for the Slovak Armed Forces with effect from 1 May 2023. The role of the Service Complaints Ombudsman is to protect Service personnel's fundamental rights and freedoms as long as they serve in the Armed Forces.
Roman Rybák graduated from the Military Academy Liptovský Mikuláš, where he specialised in radar and navigation systems, and he obtained his degree in law from the Faculty of Law, Matej Bel University of Banská Bystrica, where he successfully passed his dissertation. For over 13 years, he served in the Slovak Armed Forces as Company Commander, Legal Advisor, and Chief of the Legal Affairs Section. After that, he held a range of positions in the Ministry of Defence, including as Director of the Legal Services Office and Director of the Complaints, Analyses and Metrology Branch. In 2011, he was the Chairman of the Board of Directors and Director General of Military Repair Company Nováky JSC. He also worked as a solicitor in the private sector.
On his appointment as the SCO, Roman Rybák said: “I perceive the protection of Service personnel’s fundamental rights and freedoms to be at the core of the Service Complaints Ombudsman’s job. Therefore, in discharge of my duties, I will place a special focus on minimising the space for individual injustice and on restoring confidence.”
Defence Minister Jaroslav Naď expressed his support for the newly appointed SCO, saying: “This is yet another pledge – which I gave to Service personnel – fulfilled. The safeguarding of rights and freedoms is a pillar of democracy and I am convinced that the Ombudsman will perform his office duties professionally and expertly.”
Consistent with Act 281/2015 Coll. on Active Duty Soldiers State Service as amended and supplemented, the Service Complaints Ombudsman will investigate formal Service Complaints made, either individually or of the Ombudsman's own initiative, by Service personnel over violations of their fundamental rights and freedoms.
Thanks to the establishment of this institution in the Service Complaints system, the complaints by Service personnel and citizens believing their fundamental rights and freedoms may have been violated in a matter relating to their service will be investigated thoroughly by an independent and objective body and their grievances will be redressed.
