Joint Operations Command (JOC) is of a great added value to the command and control (C2) capabilities of Slovak Armed Forces

While on his away-day trip to Banská Bystrica today, Defence Minister Martin Sklenár paid a visit to the Joint Operations Command Headquarters (JOC HQ). He was particularly interested in the state of local infrastructure, the progress being made with individual reconstruction projects, and the daily tasks and needs of the staff.

Thanking the JOC staff for the superb work they do, Defence Minister Martin Sklenár said: “As an outcome of their effort, there is a more streamlined process in place for planning, controlling and conducting joint operations as the Slovak Armed Forces deliver the defence of Slovakia and deal with emergencies due to various catastrophes and natural disasters. These are no easy tasks, but the crises and events of recent years have shown that the existence of such a permanent command structure designed to provide command and control of all operations at the operational level of command is inevitable.”

As Defence Minister Martin Sklenár reminded us, Joint Operations Command achieved Initial Operational Capability (IOC) in September 2021, whereas the stand-up of JOC was partly the response to the recent developments in the security environment.

JOC significantly carries Slovakia's international commitment to military operations and participates in the processing of NATO and EU operation plans (OPLANs). Following last week's NATO summit in Vilnius, the head of the MOD was, therefore, interested in the Alliance's regional defence plans. To this end, he noted that JOC plays a crucial role in putting them into practice.

As far as local infrastructure is concerned, restoration work on the JOC HQ building, dating back to 1936, is the challenge ahead. During the Slovak National Uprising (SNP), the building was used as a coordination centre of resistance against the Nazis. From the spring of 1944 throughout the SNP Uprising, it was home to the Slovak National Council and the command staff of the 1st Czechoslovak Army, most notably to Div Gen Rudolf Viest and Brig Gen Ján Golian, both heroes of Slovakia's WW2 Resistance.

Announcing plans to restore the headquarters building, Defence Minister Sklenár said: “By the end of 2026, the MOD is planning to invest over €13m in restoration funding on the JOC HQ building to provide the staff with adequate conditions in order to ensure they can perform their tasks to the benefit of Slovakiaʼs defence.”
